About Us

The Board of Latino Legislative Leaders (BLLL) is a national, nonpartisan 501(c)(3) nonprofit that unites Latino state legislative leaders from across the country. Originally founded in 2004 as the Board of Hispanic Caucus Chairs, BLLL was born from a strategic conversation among Latino legislators from California, Florida, New York, and Texas who recognized the critical role of Latino caucuses in addressing the unique challenges facing their communities.

What began as informal meetings has evolved into a powerful, coordinated effort shaping public policy nationwide. BLLL now drives a unified agenda focused on economic opportunity, health care, education, and more—supporting Latino legislative leaders, strengthening existing caucuses, and establishing new ones in states with growing Latino populations.

To expand its impact, BLLL houses key sub-organizations, including the Council of Latino Caucus Chairs (CLCC), the Business Advisory Council (BAC), and the Latina State Legislative Caucus (LSLC), each essential to advancing Latino representation and leadership across the nation.

Our organization provides professional and leadership development programs to empower Latino state legislative leaders and enhance their capabilities in driving impactful policy decisions.

Strengthening Latino State Legislative Caucuses

We work towards strengthening the existing Latino state legislative caucuses to ensure effective representation and advocacy for Latino communities at the state level.

New Caucus Creation

In states with growing Latino populations, we assist in the creation of new caucuses to address the needs and concerns of the expanding Latino community and ensure their voices are heard.

Network Support

We act as a frontline resource for our network of Latino legislative caucuses across the country, providing support and guidance in their legislative endeavors.
